Overview of Cosmetic Pesticide Use
On October 21, 2004, a delegation consisting of residents from the City of Kawartha Lakes made a presentation to the Board of Health of the Haliburton Kawartha Pine Ridge District Health Unit (HKPR DHU) to express concerns about pesticides and to make enquiries about Health Unit mandates, authority and governance.
A delegation in November 2004, from the Sustainable Alternatives for Ecological Living Network made a presentation to the Medical Officer of Health (MOH) asking to declare cosmetic use of pesticides a health hazard. The concerns about cosmetic use of pesticides in the urban setting were presented in the context of the adverse health effects of “pesticides” in general, the application of the precautionary principle in curbing pesticide use, and the use of Medical Officer of Health instruments to assist in this goal – health hazard designation of cosmetic pesticide use or development of a cosmetic pesticide by-law.
As a result of the October 21st meeting, the MOH requested a review of the various perspectives and experiences with by-laws concerning control of the urban cosmetic use of pesticides.
