Opening a New Business

If you're planning to open a new business in the City of Kawartha Lakes, County of Haliburton and/or Northumberland County, the Health Unit can provide information, resources and guidance on meeting public health standards.
New business owners should consult with the Health Unit to discuss licensing procedures, building development and/or renovations, facility requirements, training and education and more.
If you plan to open a business with any of the following, please call the Health Unit before you get started.
- Child care
- Food and beverage (ie. restaurants, bars, food truck)
- Small drinking water systems (ie. campground)
- Recreational water (ie. pool)
- Personal service (ie. salon, spa, tattoo parlour)

Personal Service Settings
Personal Service Settings offer or specialize in services such as: tattooing; body and ear piercing; haircutting/hairdressing; manicures and pedicures; waxing; facials; eyelash extensions and more.
Exposure to blood or body fluids from these procedures can lead to bloodborne infections such as Hepatitis B, Hepatitis C and HIV. The HKPR District Health Unit inspects these facilities once a year, and on a complaint basis, to assess infection protection and control practices, as well as cleaning, disinfecting and safety measures.
As an owner/operator, it’s the law in Ontario that you must provide written notice to the Health Unit about your intentions and location at least 14 days before:
- Opening a personal service setting;
- Offering additional services at a personal service setting; or
- Starting construction or renovation of a personal service setting.
